DELIVERING POLICY OUTCOMES
Better ways to achieve goals
The history of public policy is also a history of disappointments over the actual outcomes achieved. Well-intentioned interventions fail to deliver because problems have been mis-defined or confounded by unanticipated consequences.
The lessons from previous policy failures don’t have enough impact on the design of new interventions. The result can be repeat cycles of interventions failing – a failure to learn and adapt by governments.
The Acton Institute for Policy Research and Innovation seeks to break these cycles of disappointment by developing better ways of learning and adapting in public policy in the face of uncertainties and unexpected consequences.

Evidence for policy decisions
We carry out underpinning research and experimental development (R&D) activities using scientific methods to improve how public policy is designed, appraised, delivered and evaluated as an integrated learning process. In so doing, reducing the likelihood of wasted public expenditures and increasing the likelihood of strong and demonstrable public benefits being achieved.
COMMUNICATION AND ENGAGEMENT
Contributing to policy effectiveness
We contribute to the general effectiveness of public policy by widely disseminating information and understanding of new and improved concepts and methods for effective learning and adaptation in public policy - and why they are important in a democratic society.
Our aim is to improve the quality of debate on public policy in general, and science and innovation policy in particular.
